Completely forgot about the legality issue you brought up-
As far as I'm aware (which is pretty far), there are virtually zero legality issues in any of the 50 states regarding carrying a Balisong trainer, or knife with an unsharpened blade. Bottle-fly's, general trainers, and even the Baliyo follow this jurisdiction and are able to be sold in retail outlets due to such ruling. You shouldn't have any problems carrying the knife around, be it concealed or otherwise, but the same logic applies to where you shouldn't go flashing it around in public. If a law officer ever questions you about it, kindly open it with both hands and explain that it is a trainer and is used for such purposes.
Also, forgot to mention this as well- CDR's sandpaper idea works rather well as well, but might grind the edge up too fine to the point of which it'll be very hard to sharpen by yourself when the time comes to do so. If you want a rather lengthy, but worthwhile approach to dull it (and haven't already done so), then take some old cardboard boxes or phone books and slice them up vigorously. Once again, it could take a while, but will effectively remove the edge from the knife.
